The Negros Occidental Rehabilitation Foundation, Inc. (NORFI), a non-stock, non-profit organization, was established in 1982 to cater to the residents of Negros Occidental who need rehabilitative support. Since it first opened its doors to the residents of Negros Occidental, it has catered to mental health patients from 31 out of 32 local government units (LGUs) in the province.
All patient records were on paper and stored in filing cabinets. This documentation system hinders the consolidation of data necessary for efficient reporting and research. In this regard, the Negros Occidental Mental Health Informatics Resource (NOMHIR) project aims to digitalize the patient records of NORFI to establish a database of mental health patient data in the province. This database will be used for the reporting and analysis of the following:

- Profile of mental health patients in the province, and
- Treatment outcomes of mental health patients in the province.
